City of Duluth to host City Hall-oween event

Duluth City Hall will again be open for trick-or-treaters for its City Hall-oween event, scheduled on Wednesday, October 30 from 3:00 to 4:00 pm. City Hall-oween will be a safe place for children to come in costume and trick-or-treat from each department housed in City Hall.

Here are some guidelines for Halloween costumes in City Hall (to make sure to abide by the City Hall use policy):

  • No masks or items that can hide your face/identity (surgical masks used for health purposes are fine).
  • No violent or offensive costumes.
  • No gang references or horror characters.
  • No weapons.
  • No costumes that demean race, religion, nationality, gender, or handicap conditions.

City Hall-oween was begun in 2019 as a way to welcome City staff to participate in decorating their work spaces at City Hall, and to invite their families, as well as families from the public, to trick-or-treat at City Hall. While it was paused during the pandemic, the City is pleased to continue this event in 2024.
