Fourteen arrested during downtown Duluth crime detail
DULUTH, Minn. — Fourteen people were arrested on drug, firearm, fraud and other allegations during a targeted downtown enforcement operation conducted by the Lake Superior Violent Offender Task Force and partner agencies, authorities said.
The crime impact detail was organized in response to community complaints about public safety and criminal activity downtown. Investigators focused on people suspected of serious offenses, those wanted on outstanding warrants and individuals accused of exploiting people struggling with addiction through drug sales, threats and other criminal conduct.
Authorities identified those arrested and the pending allegations or warrants associated with each case as:
- Rajohn Statum, 57: Felon in possession of a firearm.
- Tiffany Boben, 48: Second-degree sale of methamphetamine in a public housing zone.
- Vanessa Brigan, 40: Felony warrants for third-degree burglary, fifth-degree drug possession and fraud; a gross misdemeanor warrant for child neglect; and misdemeanor warrants for disorderly conduct, theft of motor fuel and trespassing.
- Brandy Dougherty, 39: Felony warrant for terroristic threats involving reckless disregard of risk and misdemeanor warrants for disorderly conduct and theft.
- Stanley Robinson, 22: Gross misdemeanor financial transaction card fraud.
- Justin Hunt, 35: Third-degree felony drug possession.
- Ladonna Chavez, 51: Felony probation violation warrant.
- Forrest Isham-Kingbird, 42: Fifth-degree felony drug possession.
- Rolando Defoe, 23: Third-degree felony drug offense.
- Shawndell Brown, 53: Gross misdemeanor theft warrant.
- Jeffrey Carlson, 40: Felony financial transaction card fraud.
- Kenneth Chester, 67: Misdemeanor obstruction.
- Alysha Frink, 33: Misdemeanor trespassing.
- Devon Keeler, 23: Felony probation violation warrant.
“The safety concerns of our community are taken seriously. Our goal is to target the individuals involved in serious criminal activity, particularly criminals who prey upon those struggling with addiction,” task force commander Lt. Jason Tanski said. “We want to disrupt the cycle of exploitation, violence, and drug-related crime while helping make downtown safer for everyone.”
The task force said the detail was part of an ongoing effort to respond to community concerns, increase law enforcement visibility and improve safety for residents, visitors, businesses and people who work downtown. The agency said it also continues to collaborate with other law enforcement agencies, social service providers and community partners.
