Recommendations to be announced for two intersections near Duluth's Lowell Elementary

St. Louis County Public Works engineers have finished gathering input and will announce recommendations for two intersections they've been studying near Lowell Elementary School. They will announce their final recommendations and discuss next steps at a public meeting on Thursday, June 5, at 6 p.m., in the St. Scholastica Student Center, 1200 Kenwood Avenue. The meeting will also be livestreamed for anyone wishing to attend virtually.

The County has been studying the intersections of Rice Lake Road (CSAH 4) at Barnes Road, and West Arrowhead Road at Madison Avenue. Parents and guardians use the Rice Lake Road/Barnes Road intersection to drop off and pick up students from Lowell Elementary, and it is also an access route for residents of Aspenwood Condominiums and Campus Park. The West Arrowhead Road/Madison Avenue intersection is also an access point for Aspenwood Condominiums. The intersections are being studied as a pair because changes made to one could potentially impact access and safety at the other.

The studies focused on intersection controls, lane configurations, accommodations for pedestrians and bicyclists, and creating complementary intersections. The goals include: improving safety for Lowell Elementary students, staff, and families arriving at and leaving the school, reducing or eliminating backups on Rice Lake Road for traffic accessing Lowell Elementary, improving access for Aspenwood and Campus Park residents, and improving multimodal access for the Rice Lake Road corridor and regional connections. The outcomes of these studies will be used to support future funding requests to construct the recommended improvements.
