Video of deputy-involved shooting in Duluth

The St. Louis County Sheriff’s Office on Tuesday released body-worn and squad camera video from a deputy-involved shooting that occurred Feb. 10, 2025, in Duluth.

The footage shows an exchange of gunfire between deputies and Donald Felver III, 30, of Duluth. Felver died at the scene.

According to a preliminary investigation by the Minnesota Bureau of Criminal Apprehension, St. Louis County deputies attempted to stop an erratic driver on Grand Avenue shortly before 9:45 p.m. Feb. 10. Authorities later identified the driver as Felver.

Investigators said Felver fled in his vehicle, leading deputies on a pursuit. During the chase, Sgt. Berndt performed a PIT maneuver on the 7900 block of Grand Avenue, causing the vehicle to stop sideways in the roadway.

Sgt. Berndt and Deputy Sobczak exited their patrol vehicles and gave verbal commands as they approached. Authorities said shots were fired from inside Felver’s vehicle toward the deputies. Berndt and Sobczak returned fire, striking Felver. He was the sole occupant of the vehicle and was pronounced dead at the scene. No deputies were injured.

Crime scene personnel recovered a handgun and spent shell casings from inside the vehicle. Body-worn cameras were activated and captured portions of the incident.

The Sheriff’s Office requested that the BCA investigate the use of force. When the investigation is complete, the BCA will present its findings, without a charging recommendation, to the St. Louis County Attorney’s Office for review.

The video released Tuesday includes excerpts from body-worn and squad camera footage from deputies Berndt and Sobczak.

The investigation remains ongoing. No additional information will be released at this time.
