Justice North, Legal Services of Northwest Minnesota merging

Two northern Minnesota legal aid organizations are merging to create one of the largest civil legal service areas in the state.

Justice North and Legal Services of Northwest Minnesota will combine operations on Jan. 1, 2026, under the Justice North name. The unified organization will provide free civil legal help across 33 counties.

Leaders from both groups said the merger is voluntary and aimed at strengthening services, expanding capacity and improving access to legal support in the region.

All current office locations in Alexandria, Bemidji, Brainerd, Duluth, Grand Rapids, Moorhead, Pine City and Virginia will continue to operate as part of the expanded Justice North. Counties served by both organizations will remain fully covered under the merger.

"The merger between the northeast and northwest Minnesota legal aid organizations can only provide more resources and help impoverished Minnesotans with serious civil legal problems involving health care, housing, financial and domestic relations," said Fred T. Friedman, Chair, Justice North Board of Directors. "These citizens could never afford an attorney which is why our community, generous citizen donors, and our legislature voluntarily support legal assistance programs like ours." 

Residents seeking legal assistance may apply by calling 877-MY-MN-LAW (877-696-6529) or by submitting an application online. In-person appointments are available by scheduling in advance; walk-ins are not accepted.
